Standard Pipe Services operates with integrity and is devoted to performing superior, cost-effective pipe rehabilitation, maintenance, and repair solutions without sacrificing quality.
Standard Pipe Services has proudly served Delaware and surrounding areas for nearly 50 years. We are invested in empowering municipalities, communities, and residents with quality, reliable, cost-effective pipe rehabilitation services and maintenance plans that exceed budgetary needs, fiduciary obligations, and legislative requirements.
Our company emphasizes workforce safety, training, and education. People are an integral part of what we do. Relationships are valued and held in high regard with customers, vendors, and employees. SPS continually strives to improve procedures and expand services to the community. Our current offerings are sustainable and cost-effective such as full-length CIPP lining of FPLE with the full suite of sanitary and storm sewer rehabilitation.

Our Approach
Standard Pipe Services utilizes a solution-focused approach in identifying problem points and providing several practical solutions and a plan of action that fit the client's specific needs. Standard Pipe Services has the resources and expertise to navigate complex problems and immediately mediate a solution.
We understand and empathize with the overwhelming challenges municipalities and communities face with the maintenance and cost of repair with an immense network of aging infrastructure. We excel at increasing the life of infrastructure and appurtenances with cost-effective solutions such as pipe rehabilitation with minimal community disruption. We work with municipality and community grant budgets to optimize savings and prioritize expansion, repairs, and maintenance efforts to meet fiduciary duty and fiscal responsibility.
After performing an assessment and condition tests, we are able to identify and document the problem areas. We provide documentation with a consultation explaining different methods of rehabilitation, repair, or replacement. We also advise on the cost and effectiveness of each solution presented. We co-create a plan of action with the client that fits within the scope of their goals and budget.

Standard Pipe Services LLC (SPS) established Delaware roots in 1976 when Frank Skillman founded Tri-State Grouting, LLC. Tri-State Grouting, LLC specialized in cleaning, televising & trenchless repair services. With Frank's leadership and expertise, the company quickly became a formidable force, effectively repairing catch basins, channels, benches, chimneys, frames, manholes, and similar structures requiring chemical grouting of active infiltration. Tri-State Grouting, LLC's reputation and integrity attracted the attention of Mark Schneider.
Skillman recognized the value, exposure, and experience that Mark Schneider could bring to Tri-State Grouting, LLC. After over 20 years of setting a solid foundation for growth in the industry, Schneider acquired Tri-State Grouting, LLC from Skillman in 1999. Schneider introduced jet cleaners, combination jet cleaners, pan and tilt cameras mounted on crawlers, sealing trucks for sealing with chemical grout, and relining of sewers and laterals with cured-in-place plastic liners to the menu of services provided by Tri-State Grouting, LLC. He also brought on his first employee and minority partner, Bert Andrus. It wasn't long before Tri-State Grouting, LLC seized another opportunity to expand its service area with Aqua Resources.
Aqua Resources is a subsidiary of Aqua America. Aqua America boasts over 130 years of wastewater management experience throughout the Mid-Atlantic region. In 2014, Tri-State Grouting, LLC, and Aqua America combined forces to form Aqua Infrastructure Rehabilitation Company, LLC, to serve Delaware and the greater surrounding area. For two years, Aqua Infrastructure Rehabilitation extended its reach as the premier provider for pipe rehabilitation and introduced the innovation of trenchless technology to its service listing.
Aqua America reorganized its business model in 2016 when utility companies were being diversified. As a part of that regimen and a non-regulated holding being a non-utility subsidiary, Aqua Infrastructure Rehabilitation Company, LLC was sold back to Schneider and Andrus as part of the divestiture. Schneider and Andrus formed Standard Pipe Services, LLC, and retained the expanded client list of the entire Mid-Atlantic. Standard Pipe Services, LLC acquired Fast Pipe Lining East, Inc in the interest of a seamless workforce transition and securing its domain. Standard Pipe Services also brought additional experience and experts in innovation to the owner's table with Robin Quinn, Frank Impagliazzo, and Matthew Zakutny.
TODAY Standard Pipe Services, LLC has a diverse group of veteran owners with Jeremie Bib, Frank Impagliazzo, Robin Quinn, Mark Schneider, and Matthew Zakutny. Standard Pipe Services, LLC has consistently and successfully leaped forward in innovation and expanding its services. SPS's company culture reflects the determination, adaptability, inclusivity, dedication, integrity, and perseverance of its history and is a testament to its committed leadership. SPS encompasses the industry's most experienced institutions and minds in full-length relining, short-point repairs, manhole rehabilitation, main and lateral grouting, cleaning and televising, excavation work, and smoke testing.
